Practical classification
The legal status determines the response.
A Bill requires monitoring and readiness.
It does not justify a claim that the law is already in force.
A regulatory plan maps future work.
It is not a standalone obligation.
Guidance changes the expected evidence and process.
Its practical effect should be mapped into procedures, records and accountable review.
A binding rule requires implementation.
Assign an accountable owner, implementation date and retained proof.
Cofi Compliance separates legal status from practical impact.
This allows FSP teams to act proportionately and retain evidence of the decision made.
