Regulator watch desk

Current source-led updates across the regulators that affect FSPs.

Last source review: 3 August 2026. Next scheduled review: 10 August 2026.

17 Apr 2026 COFI status

Notice of introduction published for the COFI Bill

Status: Bill / legislative notice, not an Act in force. Government Gazette 54520 published the explanatory summary and notice of introduction in the National Assembly.

Practical impact: Continue meeting current law and licence conditions. Track the parliamentary process and keep COFI readiness actions separate from binding obligations.

3 Jul 2026 FSCA plan

FSCA publishes its 2026–2029 regulation plan

Status: Current regulatory roadmap, not a standalone binding rule. The rolling plan places COFI preparation inside a wider programme of conduct, licensing and cross-sector regulatory work.

Practical impact: Map relevant initiatives to the compliance change register and track the subordinate frameworks and consultations that may create future obligations.

17 Jan 2026 Fit & Proper

Updated regulatory-examination preparation guides are available

Status: Current official preparation material. The FSCA Fit and Proper page lists 2026 preparation guides for RE1, RE3, RE4 and RE5; this is guidance, not a new legislative amendment.

Practical impact: Training files and candidate study plans should point to the current official guides and reference material.

21 Jul 2026 CIPC / Companies Act

CIPC clarifies the new remuneration-policy and report provisions

Status: In force for public companies and state-owned companies. CIPC confirms that sections 30A and 30B commenced on 22 May 2026 and explains which post-commencement AGMs are affected.

Practical impact: An FSP incorporated as a public or state-owned company should confirm that its AGM timetable, remuneration policy and annual remuneration report reflect the commenced provisions.

4 Mar 2026 Ombud Council / PFA

Binding Pension Funds Adjudicator Rules use phased commencement

Status: Binding subordinate legislation with staged commencement. Some rules applied from publication, specified procedural rules apply from 1 October 2026, and further rules from 1 April 2027.

Practical impact: Retirement funds and administrators should map complaints, information requests, non-cooperation, settlements and escalation processes to the applicable commencement dates.
